Plans: Flibustier's Pants is a single-use Recipe Paper in Windrose. Reading it permanently unlocks the Flibustier's Pants, the Rare legs piece of the Flibustier's Attire set.
How Recipe Papers Work
Recipe Papers teach a single craftable entry. Reading the paper adds the listed recipe to the relevant crafting station's list permanently for that character, with no further fee. The paper is consumed when it is read. Recipe Papers are obtained two ways: bought from a faction Provisioner once your reputation is high enough, and looted in the world from chests at points of interest. This plan is one of the vendor-sold ones, so the reliable route is the faction shop rather than world drops.
What it Unlocks
Reading the paper unlocks the Flibustier's Pants recipe at the Armor and Clothing Workshop. The Pants are the Rare legs slot of the five-piece Flibustier's Attire set, the light Leather set built for movement speed and blade play rather than raw protection.
Where to Get It
The plan is sold by the Rogue Buccaneers Provisioner once you reach Reputation Rank 2 with the Rogue Buccaneers faction. Together with the Plans: Flibustier's Jacket, it is one of the two main set pieces stocked directly by that Provisioner.

Tips
Buy it as soon as you hit Rank 2 with the Rogue Buccaneers. The Leather set is one of the cheaper early ways into a movement-and-blade build, and the legs slot is one of the first two pieces the Provisioner offers.
Pair it with at least one more piece from the same set. A single piece gives no set bonus, so the Pants only start paying off once you also own the Jacket or another Flibustier slot to reach the 2-piece breakpoint.
Read the paper at a base, not on a ship, so you can preview the new entry at the workshop immediately.
Once read, the unlock is permanent for that character. Reading a second copy does nothing, so a duplicate is best traded or sold. In a shared base, each crew member must find and read their own copy.
