Faction Quests are the dedicated faction-reputation chains attached to Windrose's four player-facing factions (Rogue Buccaneers, Brethren of the Coast, People of Tortuga, and Smugglers of Port Royal). Each faction chain begins after the player establishes contact with the faction's main base and progresses through multi-stage delivery, reconnaissance, and combat objectives. Completing a faction chain grants a lump-sum reputation boost (usually in the form of Letters of Favor), the first batch of faction-locked Decoration plans, and Piastre payouts on the order of 50 to 200 per chain.

Letters of Favor are the universal reputation currency: turning in a Letter of Favor at the paying faction's base grants 10 reputation points per Letter. The four faction quests listed above pay 5 to 20 Letters each on completion, which translates to a one-time 50 to 200 point jump in faction reputation on top of the Piastre and Decoration rewards.
The People of Tortuga camp does not reveal itself just by reaching Tortuga. The common unlock path runs through Buccaneers (Quest). After Henri Boucher accepts 50 bags of Homemade Gunpowder, he sends you to deliver a Bale of Tanned Hides to Charlie Sharpe. That delivery marks the People of Tortuga Main Base on the map and turns it into a repeat destination for faction trade, quests, and worker hires.
The Catastrophe's Aftermath chain is the clearest single example of how a faction quest in Windrose mixes delivery, exploration, and combat.
Recover the Provisions from the ship overrun by the drowned.
Bring the recovered supplies back to Charlie Sharpe at the refugee camp.
Speak with Doctor Galen about medicine for the wounded.
Collect 15 Healing Herbs from ruins and deliver them to Galen.
Carry the finished Crate of Medicine back to Charlie.
Track down and eliminate Jim Godart before he can hit the refugees.
Return to Charlie for the hand-in and faction rewards.

Every player-facing faction shares the same four-rank reputation ladder. The breakpoints are identical whether the player is grinding the Rogue Buccaneers, Brethren of the Coast, People of Tortuga, or Smugglers of Port Royal. What differs between factions is what each rank unlocks at the Provisioner, not the point thresholds themselves.

Insignias and Letters of Favor are handed in at the faction's Bounty Agent and convert into reputation at the rates below. The values are identical across the four factions because every faction treats Blackbeard's crew as a shared enemy, so the same insignia from a single kill can be turned in at whichever faction is currently the priority for the player's progression.

Because a single Old Salt Insignia is worth 80 reputation while a Newhand Insignia is worth 1, sorting insignia piles by tier before a hand-in session is the difference between reaching Rank 4 in one sitting or grinding the last 200 points after everything else is already spent. Old Salt Insignias in particular deserve their own storage slot.
Each faction hub runs three different vendor roles, and they rarely live in the same spot. Knowing which role pays what keeps trade-good and cargo runs efficient.

The Tortuga Buyer is the odd one out: it is a reputation-neutral trader that pays Piastres on a fixed list of relics, heads, hides, and ingots. It is not a faction Buyer, so it does not earn reputation for the items it accepts. Use it as a catch-all for loot that no faction specifically values.
The unlock path for each faction chain runs through a different hub. Hitting the main base is the prerequisite for talking to the quest-giver, and for People of Tortuga the base does not even reveal itself without a prior delivery step.
