Step-by-Step Walkthrough
Step 1: Find Marston
Locate Marston at the run-down, dilapidated port in Half-Moon Bay. He is the dock manager and can often be found on the beach near the port area.
Step 2: Speak to Marston
Talk to Marston and agree to help rebuild the port. He explains what materials are needed for the Maritime Bureau construction.
Step 3: Deliver Materials
Gather and deliver the following materials to Marston:

Marston unresponsive: Marston can occasionally get stuck talking to tourists and become uninteractable. Workarounds include taking the ferry, waiting a full day, or advancing to the next season.
