The River Constabulary is the police service of Silvernia and one of exactly two organisations named in the game's official Faction Gallery, where it is listed under the Chinese name 环河警局. Two members of the playable cast serve in it: Lorin as Chief Inspector and Rex as Superintendent. See Factions for how it sits against the rest of the city's power blocs.
The Faction Gallery carries a third tab, but that tab is locked and no label for it appears anywhere in the shipped site copy in any of the five supported languages. The constabulary and S.T.A.T.S. are the only two organisations the publisher has put a name to.
Dialogue in the second closed beta build describes the constabulary as a new institution rather than an inherited one: a system led by the Navy, approved by the Royal Families, and paid for by corporate investments. Its headquarters stands south of the city, in a building that used to belong to the Navy and was transferred across when the Navy moved to the eastern estuary.
That arrangement is the source of most of the constabulary's problems. Crime rates refused to fall, the Navy sent reinforcements into the building, and the reinforcements did not settle in quietly. Constables on duty complain about them openly.

The Chief Inspector's account of the situation is blunt: the Navy thinks the constabulary is bumbling, intends to interfere, and is steamrolling it. His own complaints run in the other direction. He points to a leaky second-floor window on the east side and to people getting into the evidence room through it, and gets told to lodge the matter with the repairman because patrols are the Superintendent's remit, not maintenance.
That exchange is not incidental colour. The window is the way into the building later in the same act.
A letter from the Chief Inspector is what brings the Detective back to Silvernia after three years away, and the constabulary supplies the cold file that becomes The Nameless Ashes Case.
The relationship turns adversarial in Act II. The Superintendent has the crime scene cleaned and the remains taken into the constabulary's evidence room, which stalls the investigation. The Detective infiltrates the building through the window the Chief Inspector complained about, retrieves the evidence, is caught on the way out, and has to fight the Superintendent to leave. The fight breaks off when a werewolf escapes its cell, a distraction arranged from outside. The scene doubles as the game's stealth tutorial and is covered further on Stealth Mechanics and Main Story.
The gallery listing and the Chinese name are official. The founding account, the building's history and the internal friction are transcribed from second closed beta dialogue and have not been published separately.
The constabulary is one of the game's stealth locations rather than a hub the player operates out of. The Detective's own base is S.T.A.T.S. on Morgue Street.
