Overview
S.T.A.T.S. is the detective agency the player character works out of, and the second of the two organisations named in the game's official Faction Gallery, listed there under the Chinese name 数探事务所. It stands on Morgue Street, the enclave of the High Peers district that also holds the Memoir Bar and the Voicepipe Cafe.
The agency's own description is short and does double duty: it serves as both a cluttered headquarters and a modest flat, and it is where the Detective lives and breathes all things investigation. The Detective does not commute to work; the office and the home are the same address.
Only the abbreviated form is ever printed. No expansion of the letters appears in the game's site copy in any of its five languages, and none appears in the published news archive.

The Premises
The building is the closest thing the game has to a player hub, and several systems are anchored to specific rooms in it.

Reopening
The agency sat neglected for the three years the Detective was away, and the maid hired in Act I finds it in that state and tidies it before introducing herself. Its return to business is the lead story in the in-world newspaper on the official world page: S.T.A.T.S. REOPENS ITS DOORS. Outlaw? Or Saviour? The detective who survived the airship incident has returned to Silvernia.
That headline is the official anchor for the Evermore disaster, and the "Outlaw? Or Saviour?" line plays on two of the game's six class names, covered on Character Classes.
Notes
The gallery listing, the Chinese name, the agency description and the newspaper headline are all official. The room-by-room detail comes from the second closed beta build.
The other named organisation in the gallery is the River Constabulary. A third tab exists, is locked, and carries no label anywhere in the build.
