Volcanion is a Legendary Pokemon encountered in Rocky Ridges during the main story. Known as the Steam Pokemon, Volcanion appears at the top of the volcano after the party celebration in the Time to Party! quest. Befriending Volcanion is one of two requirements (alongside Raikou) for reaching Hyper Trainer Rank and unlocking Sparkling Skylands.
Before Volcanion can appear, the player must complete the Time to Party! Important Request in Rocky Ridges. This involves several steps to raise the area's mood to 100 points:
Rescue Chef Dente by using Cut on the chains binding him.
Give DJ Rotom a Music CD so he can play music and start raising the area's mood.
Place decorations around the party area (balloons, microphone, speakers, dancing stage) to increase mood points.
Display a Large Relic that Professor Tangrowth requests (must be appraised first).
Summon Ludicolo to the party using powered-up Leafage to collect four Duckweed from water sources. A Pokemon with the Hype specialty is required.
Craft five Party Platters using Iron Ingots and cook five meals to fill them.
Cook the Party Curry with Chef Dente using 15 Leppa Berries, 15 Wheat, 15 Beans, and 5 Honey.
With the party in full swing and the mood at 100, speak to Professor Tangrowth. Volcanion appears at the summit of the volcano. The player must climb the rocky mountains to reach it. Use Water Gun to hit lava flows and turn them into solid blocks that can be walked across.
When spoken to, Volcanion shares that it does not know where the humans are either, reflecting the game's central mystery about the evacuation of Kanto. After the conversation, the Rocky Ridges main quest is complete.
Volcanion has the Burn specialty, allowing it to set fire to nearby flammable objects such as campfires, stoves, and furnaces. This makes Volcanion useful for cooking (lighting cooking stations) and smelting (powering Smelting Furnaces for ore processing).
After encountering Volcanion, it can be registered to the Pokedex. Volcanion prefers a warm environment.

Befriending Volcanion is one of two requirements for reaching Hyper Trainer Rank (Ultra). The other requirement is encountering Raikou at Bleak Beach. Once both Legendary Pokemon have been encountered, the area gates to Sparkling Skylands unlock. This makes Volcanion essential for progressing to the final main story area.

Stock up on materials for the Time to Party quest before starting. You need 15 Leppa Berries, 15 Wheat, 15 Beans, 5 Honey, and Iron Ingots for Party Platters.
Use Water Gun on lava flows when climbing to the volcano summit. The lava turns into walkable solid blocks.
A Pokemon with the Hype specialty (such as Ludicolo, Volbeat, Illumise, or Marill) is required to complete the party preparations.
Cook five different meals for the Party Platters. Five of the same recipe also works if you lack ingredients for variety.
Complete the Bleak Beach quest for Raikou alongside Rocky Ridges for Volcanion. Both are needed for Hyper Trainer Rank.
