Overview
The Mandated Punishers (惩戒之剑, literally Sword of Punishment) are the Beyonder enforcement organisation under the Church of the Lord of Storms in Lord of Mysteries. They are the second-most-prominent supernatural law-enforcement body in the Loen Kingdom after the Nighthawks, and one of the four official Beyonder organisations of the Loen Kingdom alongside the Nighthawks, the Machinery Hivemind, and MI9.
Mission and Methods
The Mandated Punishers handle Beyonder cases involving storms, the sea, and rogue Sequence-tier criminals whose crimes have an ocean or weather angle. They also handle joint operations with the Nighthawks on cases that span multiple Church domains. Their operational doctrine is more militant than the Nighthawks': they emphasise direct combat capability, decisive engagement, and a willingness to risk collateral exposure when the Beyonder threat warrants it.
Members tend toward Pathway groups associated with weather, storms, the sea, hunting, and direct combat: the Hanged Man and Sailor group, the Hunter line, and several Pathway groups within the Lord of Storms's Sefirot cluster. None of those is among the six Pathways playable at launch.
Mid-tier officers carry distinctive blue-and-silver insignia and a ceremonial sabre as their visible badge of authority.
Headquarters and Chapters
The Mandated Punishers' primary headquarters are in Backlund, colocated with the Church of the Lord of Storms's central cathedral in the city's docks district. Major satellite chapters operate in coastal Loen and the southern maritime regions, where the Lord of Storms's worship is strongest. A small auxiliary force operates in Tingen but is mostly subordinated to the larger Backlund detachment.
Within Backlund, the Mandated Punishers run a fleet office that coordinates anti-piracy operations, a storm-anomaly response unit that deploys to coastal weather emergencies, and a Beyonder-prosecution detachment that handles trials of captured rogue Beyonders for crimes within the Lord of Storms's domain.

Player Relationship
No Mandated Punishers reputation track has been published. The launch build's confirmed relationship layer is the Connections system, which builds bonds with named characters and grants a borrowed skill from each; it is a different thing from faction reputation and should not be read as a Punishers track.
In the source material the organisation's activity centres on Backlund and the coast, and a future arc could draw on the following:

Launch Build Status
The February 2026 Crimson Test did not treat the Mandated Punishers as a primary faction, and the launch build has not changed that: their content depends on Backlund, which the launch world does not include. References to the Punishers appear in Tingen as flavour text and through one Tingen-side cross-Church side quest involving a maritime smuggling investigation, though whether a named Punisher contact is attached to that quest has not been published.
