Overview
The Mandated Punishers (惩戒之剑) are a Beyonder enforcement organisation under the Church of the Lord of Storms in Lord of Mysteries. They are the second-most-prominent supernatural law body in the Loen Kingdom after the Nighthawks and operate predominantly in Backlund and the maritime regions, with an auxiliary presence in Tingen.
Mission and methods
The Mandated Punishers handle Beyonder cases involving storms, the sea, and rogue Sequence-tier criminals whose crimes have an ocean or weather angle. They are also called in for joint operations with the Nighthawks on cases that span multiple Church domains. Their operational doctrine is more militant than the Nighthawks: they emphasise direct combat capability, decisive engagement, and a willingness to risk collateral exposure when the Beyonder threat warrants it.
Mandated Punishers tend toward Pathway groups associated with weather, storms, the sea, hunting, and direct combat (Hunter, Sailor / Hanged Man, and several Pathway groups within the Lord of Storms's Sefirot cluster). Mid-tier officers carry distinctive blue-and-silver insignia and a ceremonial sabre as their visible badge of authority.
Player relationship
The player can develop a Mandated Punishers reputation track from Act 2 onward. The track surfaces:
Maritime quest lines: privateer hunts, shipboard investigations, anti-smuggling operations.
Storm-themed dungeons: weather-anomaly encounters and sea-monster raids.
Cross-Church coordination: missions where the player is loaned out to Mandated Punishers operations as a Nighthawks-affiliated specialist (or vice versa).
Endgame faction alignment: at the highest reputation tier, the player can permanently enlist in the Mandated Punishers and unlock faction-exclusive cosmetics and Pathway-specific bonuses.
Crimson Test scope
The Mandated Punishers are not a primary Crimson Test faction. Their content is gated behind the Backlund Act 2 unlock and is reserved for live patches and subsequent betas. References to the Punishers appear in Tingen as flavour text and through one Tingen-side cross-Church side quest.
