Hong Hua is a playable character in Fire Emblem: Fortune's Weave and one of the two named units who stand with the protagonist in the present day. She belongs to the Promised One's Army, the small group that forms around Eshmel in 1454, and her connection to the story runs deeper than membership: she is part of the reason Eshmel exists at all.

Her Japanese name is コウカ, read Kouka, written 紅花 in Chinese and meaning safflower or red flower. Hong Hua is the official English form. Earlier coverage that predates the localised name used a different transliteration; the spelling used here is the one Nintendo published.
Role in the Story
Hong Hua guided someone to Fortuna in the Forbidden Land, and in doing so helped bring about the creation of Eshmel. The Forbidden Land is the place the protagonist's official profile names as their origin, so her part in that journey places her at the root of the premise rather than at its edges.
She carries a crime from her past. Her profile states plainly that she committed something terrible and that she is determined to fight to the death as atonement for it, which is the motive she brings into the war against Balor. What the crime was has not been revealed.
When Eshmel wakes in 1454, Hong Hua is in the ruins of Dagsion fighting the risen dead, and she is one of the survivors the protagonist reaches. She and Troy can both be spoken to at the Obelisk Chamber, the hub space Fortuna prepared beneath the city.
The Order of Mithras
Roster listings tie Hong Hua to the Order of Mithras, a group described as involved with cursed artifacts. Those listings say she worked for its Magistra, Raksha, before 1454, and continues to work for her during the Heroic Games period. This detail comes from a single roster page rather than from published profile copy, so treat it as reported rather than settled.
In Battle
Hong Hua starts in the Ovate class, an Advanced magical class that debuts in this game. Ovates are infantry with five movement, built around black magic that cuts through heavy armour, and they carry the skills Black-Magic Seeker, Magic Hit +5 and Bind Speed. Starting in an Advanced class from Prologue 1 makes her an early source of magical damage before the rest of the roster has taken any certification exams. Her personal skill, Crimson Magic, raises her hit rate with magic.
