The recipe is unlocked by learning the Decoration: Elegant Iron Utensils recipe paper, which teaches every piece in the set at once. That paper is part of the Spanish Caribbean Pack and can be purchased from the Smugglers of Port Royal Provisioner once you have standing with the Smugglers of Port Royal faction. The vendor lists it for Guinea, so a single purchase opens the whole tableware line for crafting.
Each piece is then built at a furniture or decoration station from Foothills Iron Ingot, refined from ore mined in the Foothills. The cost is identical across the set, so stockpiling ingots lets you place several pieces in one session.
Iron Bowl contributes to base Comfort System, granting Comfort +1 while it sits inside the range of a lit Bonfire. Comfort from the Dishes category does not stack, so placing several iron dishes still yields the single +1 for that category. The practical use is to combine one piece from each decoration category, rather than many copies of the same one, to push the overall Comfort rating higher.
