Tropico 7 is developed by Gaming Minds Studios and published by Kalypso Media. Kalypso announced the game on August 20, 2025 and has since published a closed beta, three developer logs (the first in two parts), an FAQ, several trailers and a free demo. The release date of January 28, 2027 was revealed on August 26, 2026.
Announcement
Tropico 7 was announced at gamescom 2025 with a teaser that gave a first look at the new Council, where El Presidente meets faction leaders face to face. The announcement promised a 2026 release on PC, Xbox and PlayStation 5, with Xbox Game Pass Ultimate and PC Game Pass. It introduced the campaign cast, terraforming, a political affiliation system that lets the player pick an individual dictatorship style, a reworked military system and the option to deploy agents and stage PR stunts.
Daniel Dumont, Studio and Creative Director at Gaming Minds Studios, called the game a new chapter in city-building, politics and economics, with more control and complexity than before and the series' satire intact. He added: "This isn't just a sequel, it's the ultimate sandbox for would-be dictators."

Developer logs
Kalypso published a series of developer logs with the team at Gaming Minds Studios:
Developer log 1, part 1 (April 17, 2026): free road shapes, roundabouts, free rotation, snapping, scalable zones, the Political Matrix, constitutions and edicts. See City Building.
Developer log 1, part 2 (May 5, 2026): roadside parking and U-turns, terraforming from the Construction menu, and the Council, including the Environmentalists spokesperson Sunny Flowers and the six Modern Times superpowers.
Developer log 2 (August 3, 2026): the simulation behind each citizen, the 10 satisfaction scores, a citizen's daily movements, and an interview with studio heads Daniel and Kay.
Developer log 3 (August 24, 2026 on Kalypso's website, August 25 on Steam): how citizens, vehicles, workers, visitors and buildings are animated.
Animation work
The third developer log explains how the animation is tied to the simulation. Tropico 7 has 278 different animations for its citizens and 10 to 30 animation points per building. Every step of the worker animations was recorded with motion capture: Guido, the animation artist at Gaming Minds Studios, wore a sensor-covered jumpsuit and acted out interactions with objects at different heights. Work on animating a building only started once it had been fully modelled, so workers could interact with all the visible objects in it.
Examples from the log include citizens limping to or from hospital, children hopping, very elderly citizens walking with a frame, citizens fleeing from armed troops or fires, workers changing into work clothes, carrying crates, climbing ladders and operating a saw at the carpentry workshop, and visitors sitting in a church. Buildings are animated too: a wind turbine turns while generating electricity, harbour cranes move when a cargo ship docks, and factory chimneys smoke while the factory runs.
