Role on Tropico 7
Gaming Minds Studios is credited as the developer of Tropico 7 on Steam, with Kalypso Media as publisher. Daniel Dumont, Studio and Creative Director at Gaming Minds Studios, introduced the game at its announcement in August 2025. He described it as a new chapter in city-building, politics and economics that gives players more control and complexity while keeping the mischief and satire of the series, and added: "This isn't just a sequel, it's the ultimate sandbox for would-be dictators."
Kalypso's developer logs between April and August 2026 were written with input from the studio's team, covering city building, the Political Matrix, traffic, terraforming, the Council, citizen simulation and animation. The third developer log credits Guido, the studio's animation artist, with recording every worker animation step through motion capture in a sensor-covered jumpsuit. See Development History.
Gaming Minds Engine
Tropico 7 runs on the Gaming Minds Engine, which the FAQ describes as an in-house engine developed and continuously improved by the team over many years. Kalypso says that building the engine themselves gives the team full control over how it evolves, which lets them adapt it to Tropico's large archipelagos, complex simulations and new features such as terraforming, and to fine-tune performance in ways that off-the-shelf technology would not allow.
Studio heads interview
The second developer log, published in August 2026 to mark Kalypso's 20th anniversary and the series' 25th, includes an interview with studio heads Daniel and Kay. They described the series as one they had long watched from outside: "We've been creating strategy games since the early days of Kalypso Media, so Tropico has always been a series we admired from the sidelines." They said being entrusted with Tropico 7 left them thrilled and a little humbled.
On the game's design, they named three foundations: "For us, Tropico has always stood on three pillars: it's a deep city-builder, a political simulation full of meaningful decisions, and, above all, a satire that never takes itself too seriously." Their stated goal is to make every decision feel meaningful and every island unique, with visible consequences for each choice. They pointed to terraforming, grid-free placement, scalable zones and the new Political Matrix as examples of that approach, and called the Tropicans, the island's citizens, the heart of the game.
They also said that brainstorming sessions over absurd policy ideas for El Presidente led to in-game edicts such as the "right to ice cream".
