City building is one of the three core parts of Tropico 7, alongside political simulation and satire. In the second dev log, the heads of Gaming Minds Studios put it this way: "For us, Tropico has always stood on three pillars: it's a deep city-builder, a political simulation full of meaningful decisions, and, above all, a satire that never takes itself too seriously." Kalypso Media has detailed several changes to road building and placement for Tropico 7, mostly in the first dev log (April 17, 2026) and the official FAQ. The game releases on January 28, 2027.
Roads
Roads in Tropico 7 can take any shape and run in any direction, which allows curved roads and roundabouts. Several aids help players who prefer straight, orderly layouts:

An icon appears while building a road to show when it is truly straight.
Grid points are displayed on roads, so players can see, for example, how much space there is between a junction and a new road.
Points appear at the corners of nearby buildings while placing a road; they help place a road as close to a building as possible.
Bridges and tunnels are constructed automatically where appropriate when building roads. Both functions can be disabled.
Road layout also affects traffic. Roundabouts can speed up traffic flow, and the developers advise against building roads near an intersection because it can cause congestion. See Traffic and Transportation for vehicles, parking and public transport.
Building placement
Buildings can be rotated freely, and snapping functions make it easier to place them along roads. The FAQ presents two styles of play: "Go for clean, grid-based layouts through alignment with other buildings, or embrace total freedom with unrestricted placement." Kalypso says it wants to cater both to players who build in an orderly way, with everything at specific angles, and to those who structure their city more freely.
Terrain beneath buildings is flattened automatically during construction. Larger changes to the landscape, such as flattening hills or reclaiming land from the sea, are handled by Terraforming, which cannot be used near existing buildings.
Scalable zones, parks and decorations
Tropico 7 introduces scalable zones such as plantations and botanical gardens, which let players size these areas to fit their layout. The FAQ counts "Infinite city layouts with scalable zones" among the game's headline numbers. Parks can be built in a freely customized size to fill unused plots of land, and decorations such as trees can be placed on green spaces, in small parks or by the roadside.
Placement matters beyond appearance. The store feature list says to "Strategically place buildings to make use of synergy effects". Lakes, green spaces and plazas raise the beauty of an area and the quality of life of nearby residents, and decorative objects strengthen that effect. Service buildings work through a radius of influence, so where they sit decides which citizens can use them; see Citizens and Satisfaction.
Developer tips
The first dev log passed on two tips from the development team:
When building a new city district, lay out the streets first. Buildings can then be aligned with the roads for a space-efficient, orderly district.
Do not build roads near an intersection, as this can lead to traffic congestion.
The palace and El Presidente
The appearance of the palace and of El Presidente can be customized with new options. The Deluxe Edition adds a "Bunker" palace facade and seven presidential deco items for the palace rooftop and garden (see Editions and Pre-Order Bonuses). El Presidente also walks through the city on foot in Tropico 7, visiting residential buildings and public facilities near the palace.
Animated buildings
The third dev log explains that many buildings have large open areas where workers carry out animated tasks, with 10 to 30 animation points per building. Workers change into work clothes, carry crates, climb ladders and operate machinery such as the large saw at the carpentry workshop. Buildings with moving parts are animated too: the wind turbine turns while generating electricity, harbour cranes move as cargo ships dock, and factory chimneys smoke while the factory is running.
Buildings named in official material
Kalypso has not published a building list for Tropico 7. The table collects buildings and places mentioned in dev logs, the FAQ and announcements up to October 2026. It is not a complete list.
