El Presidente, often shortened to El Prez, is the ruler of Tropico and the character the player controls in Tropico 7. He is the star of the story campaign, in which he rises from a colonial governor serving the British Crown to the ruler of his own island. Kalypso Media also uses him as the in-character voice of many of its Tropico 7 announcements.
Role in the campaign
The campaign tells what Kalypso calls El Presidente's "continuous success story" across 5 campaign maps. He is joined by his advisor Penultimo and opposed by a new nemesis, the revolutionary Victoria Guerra. The story trailer of October 9, 2026 shows his rule through his portrait on every wall, billboards and posters across the island, statues in his honor and a conveniently edited version of history in the books.
In the first gameplay teaser, released on April 20, 2026, he declares: "Today I am governor. Tomorrow… Presidente!"
In the city
Tropico 7 adds what the official FAQ calls direct El Prez interactions. El Presidente walks through the city on foot, visiting residential buildings and public facilities near the palace. He waves to his supporters from a distance and threatens his opponents. Kalypso lists this among the changes compared with Tropico 6.
Political position
El Presidente has a position on the Political Matrix, alongside the citizens and factions. That position is set by the constitution the player chooses: each constitutional option moves him in a political direction, shown by a blue arrow in the menu. According to the FAQ, choosing the most socially oriented sections of the constitution places him very far to the left. Edicts can only be activated if they sit close to his position on the matrix. See Constitution and Edicts.
Customization
The appearance of both the palace and El Presidente can be customized with new options. The following cosmetic items have been confirmed by name as of October 2026:
Item | Type | How to get it |
|---|---|---|
Supervillain | Outfit | Pre-order bonus for all editions |
Revolutionary | Outfit | Deluxe Edition |
Bunker | Palace facade | Deluxe Edition |
The Steam listing for the Supervillain outfit opens with "No more Mr. Nice Guy." The Revolutionary outfit is described as giving El Prez "the classic chic of past glories". The Deluxe Edition also includes 7 decorative items for the palace rooftop and garden. See Editions and Pre-Order Bonuses.
