Victoria Guerra is a new character in Tropico 7 and the nemesis of El Presidente in the story campaign. Kalypso Media has named her in every Tropico 7 feature list since the game's announcement on August 20, 2025, where the campaign is described as "starring himself, Penultimo and a new nemesis: Victoria Guerra."
Description
The story trailer announcement of October 9, 2026 introduces her as "a determined revolutionary with her own ideas about Tropico's future". The same announcement says that "her plans remain unclear for now", and that she is among those standing in El Presidente's way as he rises from colonial governor to ruler of his own island.
Kalypso's store text calls her "a very clever and very annoying opponent". It closes its campaign pitch with the line "¡Victoria no es la revolución!"
Soundtrack
The Tropico 7 Original Soundtrack includes a track titled "Victoria". The soundtrack's store text jokes about whether the track is dedicated to the player's worst opponent or simply foreshadows victory. The soundtrack is part of the Deluxe Edition (see Editions and Pre-Order Bonuses).
Unknowns
As of October 21, 2026, Kalypso has not revealed Victoria Guerra's goals, her role in specific missions or how the player confronts her in the campaign. Kalypso has also not said whether she is connected to any of the game's factions.
