Terraforming is a new feature in Tropico 7 that lets players reshape the landscape of their island. The official FAQ calls Tropico 7 the "1st Tropico with terraforming", and Kalypso Media lists it among the game's main new features compared with Tropico 6. Details come from the second part of the first dev log (May 5, 2026) and the official FAQ. The game releases on January 28, 2027.
Using terraforming
Terraforming is selected as the "Terraforming" option in the Construction menu. It can only be used if the player has the necessary funds. The FAQ describes it as "a costly operation, reserved for prosperous regimes and bold visionaries."
Action | What it does |
|---|---|
Level terrain | Evens out an area for construction |
Lower terrain | Can flatten mountains and hills to make room for buildings |
Raise terrain | Builds up the ground |
Create lakes | Adds a lake, which raises the beauty of the surroundings |
Green spaces | Turns sandy areas into green spaces |
Plazas | Adds plazas, which raise the beauty of an area |
Reclaim land | Fills in parts of the sea to gain extra building space |
The heads of Gaming Minds Studios summarised the feature in the second dev log: "The new terraforming feature lets you level and raise terrain, reclaim land from the coast and create green spaces to reshape your island." The store feature list puts it more loosely, promising players can move mountains: "Erase them, create beaches, or even create entirely new islands!"
Why terraform
According to the FAQ, terraforming gives players the freedom to place buildings where they need them, whether that means flattening hills, clearing space for residential areas or preparing large infrastructure projects such as airports. It also affects quality of life. Lakes, green spaces and plazas increase the beauty of an area and help raise the quality of life of nearby citizens, and decorative objects placed in these areas strengthen the effect. Beauty is one of the factors behind a citizen's housing satisfaction; see Citizens and Satisfaction.
Terrain beneath a building is flattened automatically during construction, so small slopes do not need to be terraformed by hand. See City Building for placement and zoning.
Limits
Official material names three restrictions:
Very large and massive mountains cannot be completely removed or levelled.
Certain areas of the sea must stay open so that cargo ships can continue to dock.
Terraforming is unavailable near existing buildings.
Development notes
Terraforming was part of the game's pitch from its announcement at gamescom in August 2025. That announcement described raising land, rerouting rivers and creating new parks; later dev logs and the FAQ do not mention a river tool, and as of October 2026 Kalypso has not described one. The FAQ says the in-house Gaming Minds Engine was adapted specifically for Tropico, including new features like terraforming.
When Kalypso announced in May 2026 that Multiplayer would come after launch as a free update, it named terraforming as one of the new features the team wanted to focus on for release, alongside the narrative Campaign and the Political Matrix.
As of October 20, 2026, Kalypso had not published terraforming costs, and its announcement of the Tropico 7 Demo did not say whether terraforming is available in the demo's first campaign mission, "Little Great Britain".
