Penultimo is El Presidente's advisor in Tropico 7. Kalypso Media names him as one of the three stars of the story campaign, alongside El Presidente and the new nemesis Victoria Guerra. The German version of the official FAQ calls him El Presidente's right hand.
Reveal
Kalypso revealed Penultimo's Tropico 7 model on April 1, 2026, in a Steam post titled "Tropico 7 - Penultimo Reveal". The post showed him "now in 3D" and announced: "Your favourite advisor returns for Tropico 7".
Role in the campaign
The campaign tells El Presidente's story across 5 campaign maps, and every official feature list names Penultimo in its cast. As of October 21, 2026, Kalypso has not described his part in the story in more detail.
In Kalypso's announcements
Outside the game, Kalypso uses Penultimo as a comic narrator in its Tropico 7 news. The developer logs present him as the guide who drew up their agendas, and the May 12, 2026 multiplayer announcement includes a section written in his voice that outlines the planned 4-player mode. These passages are in-character jokes written for the announcements, not descriptions of in-game features.
