There are 50 collectible cats across the four ages of Philabieldia. The route tables below cover 38 locations, grouped by age.
Unlocking cat collection
Complete Capricious Neighbors for the Ailurophilic Traveler in the Kingdom of Huther. Once it is complete, interact with cats found during exploration to collect them.
After collecting five cats, return to the traveler for the Cat Needle. It marks cat locations on the world map. Check the age as well as the region when following a marker, since the same area can hold different cats in different eras.

The Three Sages and the named cats
Follow the traveler's leads in the order Wynat in the Age of Budding, Boyne in the Age of Reconstruction, then Thiew in the Age of Magic. The route tables above locate each cat. Wynat's and Boyne's Keys are needed to enter Geared Ruins for Thiew.
Reaching Thiew in Geared Ruins
After entering with both keys, take the left path first.
When the route returns to the First Level, take the right path.
Continue through the central red door to Maxim Guardis. Destroy its blue generators to lower the barrier and create attack openings.
After the fight, enter the back room to find Thiew.
After speaking to each named cat in its own era, return to Huther in the Age of Safekeeping and complete the story's three-sage gathering. That gathering registers the named cats in the collection and advances the Mystic Seal preparations.

Feeding and befriending cats
Feed collected cats in Huther during the Age of Safekeeping. A cat can be fed twice before showing that it is full. Leave it and revisit later; quest progress or a trip to another age gives an opportunity to check again.

Four feedings with food the cat loves befriend it and move it to the second floor of the orphanage. Use the reaction to choose its food. Four interactions with a toy it loves earn a Sign of Affection.
