The Adventures of Elliot: The Millennium Tales features 16 named characters spread across the four ages of Philabieldia. Three of them, Elliot, Faie, and Princess Heuria, are central to the overarching quest to lift Heuria's curse; the others are key figures Elliot meets as he travels further into the past.

Age of Safekeeping
Six characters are tied to the Age of Safekeeping, Elliot's home time. Elliot and Faie depart from here on their thousand-year mission, and the fate of Princess Heuria provides the quest's driving purpose. King Ichard rules the Kingdom of Huther as a benevolent monarch whose royal precept is "Be not a prisoner of power." Kaifried serves as the king's minister; a shrewd and capable swordsman, he disagrees with the king's conservative approach and pushes to acquire new magics for the kingdom's defense. Euygene is the kingdom's foremost scholar and Elliot's old friend; it is he who recommends Elliot for the task of exploring the newly discovered ruins that set the adventure in motion.
Age of Reconstruction
Three characters inhabit the Age of Reconstruction, a dark age in which humans cling to survival in the village of Littlehope. Heurich is an adventurer who finds a kindred spirit in Elliot and shares information about ruins and treasures from his own travels; he hopes that the power gained on his journeys will pull the world out of its dark ages, and his immediate goal is finding a cure for his childhood friend Diona's illness. Diona herself is warm and caring but largely housebound due to a chronic condition; she worries constantly about Heurich's reckless adventuring. Calotesia is Littlehope's resident historian, passionate about humanity's past despite the desperate state of the world, and she takes a particular interest in Elliot's similarities to Heurich.
Age of Magic
The Age of Magic is the height of human prosperity, centered on the nation of Weyzn and its two rival research institutions. Fausta formerly worked at Forthewor before leaving to found and lead the Formanit Institute, which is devoted to improving people's lives. Marnie is a Formanit researcher specializing in mechanical magic and the study of magical organisms called thaumata. Hildebrandt leads the competing Forthewor Institute; a result-driven realist appointed director at a young age, he is widely admired in Weyzn for his breakthroughs. Ikarus heads Weyzn's nobility and, concerned about Forthewor's reckless pace, has built a cooperative relationship with Fausta.
Age of Budding
The Age of Budding is the earliest period Elliot visits, the dawn of human civilization. Kai is Hitoyori's young chief; he regards the Myu tribe as a threat and is determined to protect the village at all costs. Hirk is a Hitoyori woman who has spent years studying magic and believes that learning from the Myu is the key to her people's survival. Lyudmila is a Myu woman who lives in the snow field beyond Hitoyori; through a course of events during Elliot's time in this age, she comes to teach magic to humans.
