Initial MI9 reference covering the Justiciar / Black Emperor Pathways and the Paranormal Court structure
MI9 is the special-department Beyonder arm of the Loen Kingdom's military intelligence service in Lord of Mysteries. Where the Nighthawks and Mandated Punishers operate under specific Churches, MI9 reports directly to the Loen government and combines spycraft, paranormal investigation, and political-judicial enforcement into a single organisation. They are one of the four official Beyonder organisations of the Loen Kingdom.
MI9 collects intelligence, protects national security, and counters hostile foreign Beyonder operations. The agency runs a dedicated 'Paranormal Court' that specialises in Beyonder cases. Inside the Paranormal Court, Beyonders of the Justiciar Pathway serve as Judges and Beyonders of the Black Emperor Pathway serve as Lawyers, giving the agency its own internal legal apparatus for handling Beyonder-vs-Beyonder cases without exposing the regular court system to the supernatural.
MI9 controls the Justiciar Pathway and the Black Emperor Pathway. These Pathways are not playable in the Crimson Test scope, but appear in the campaign through MI9 NPCs and faction encounters.
MI9's main office is in Backlund, located on Bellotto Street in the West Borough. The building looks inconspicuous from the outside (a small three-storey building) but houses the agency's full operations, including the Paranormal Court, agent dispatch desks, and a dedicated Beyonder ingredient archive. The location is deliberately quiet to keep the agency's profile low.
MI9 leadership in the source material the game adapts:
Lovia Mitchell: female director of MI9 in the Loen Kingdom. Senior intelligence officer with high-Sequence Beyonder rank.
Amyrius White: Loen Kingdom's MI9 deputy director. Field operations and Paranormal Court oversight.
These NPCs are accessible to the player at later stages of the Backlund campaign. The Crimson Test scope does not surface MI9 directly; introductory references appear in Tingen-side dialogue but the agency itself remains a Backlund-arc encounter.
MI9 appears as a faction reputation track once the player reaches Backlund and unlocks the relevant story content. The reputation track surfaces:
Spycraft side quests: surveillance, dead-drop runs, foreign agent investigations.
Paranormal Court cases: gather evidence and present arguments in Beyonder-tier legal disputes.
Cross-Church coordination: missions where MI9 co-leads a case with the Nighthawks or the Machinery Hivemind.
Endgame faction-warfare alignment as one of the major Loen factions.
MI9 is not surfaced in the Crimson Test. The Backlund city is built and partially visitable but Backlund faction content is gated behind later beta phases and the live game's Act 2 progression.
