Attack Speed (AS) determines whether a unit can make a follow-up attack. Weapon weight reduces effective Speed only by the amount that exceeds Build.
The calculation is AS = Spd - max(0, Wt - Bld), with applicable combat bonuses added afterward. A unit needs at least 4 more AS than its opponent to follow up. Enemies use the same threshold. When a counterattack is possible, the ordinary follow-up occurs after it.

Encumbrance and follow-ups
Build offsets weight; it does not create extra Attack Speed after the weight penalty reaches zero. With Speed 12, weight 4 and Build 2, AS is 10. At the same Speed and weight, Build 4 or higher leaves AS at 12 before other bonuses.
A difference of exactly 4 AS permits a follow-up, and enemies use the same rule. When the foe can counter, the ordinary follow-up happens after that counterattack. Check equipment weight and temporary effects before comparing the two forecasts.
