Privateer's Pants is the Rare legs piece of the Privateer's Regalia set in Windrose. The piece is tied to the People of Tortuga Provisioner. The plan unlocks at specific Reputation ranks with that faction; the Coat and Pants plans open at Rank 2 and the remaining pieces at higher ranks. Once the plan is unlocked, the piece is crafted at the Armor and Clothing Workshop like every other Rare armor piece.

Like all Rare and Uncommon armor, Privateer's Pants has three crafting tiers that set its base Defense. Each tier can be upgraded several more levels at the Upgrading Station using the same recipe materials.

Each tier unlocks a new workshop attachment: the Shoemaker's Bench at ilvl 6 and the Material Rack at ilvl 11. Both attach to the Armor and Clothing Workshop and require its Bonfire coverage to function.
Privateer's Pants counts toward the Privateer's Regalia 5-piece set. Set bonuses apply globally once the stated number of pieces are equipped at the same time.

Counts as one piece toward the Privateer's Regalia 2-piece and 4-piece bonuses: pairing it with a second piece from the same set is usually the minimum to get value out of the plan.
The Privateer's Regalia set has five slots. Equipping more pieces from the same set unlocks the 2-piece and 4-piece bonuses listed above, so most players craft and upgrade these slots together rather than mixing armor families. The full slot list is below.

Privateer's Pants is the legs slot of a cloth set built around critical hits rather than raw defense. Despite being cloth, the set follows the heavier 100, 200, 300 per-piece Defense line, reaching 300 at item level 11, so it does not sacrifice as much survivability as the lighter leather lines.
The Privateer's Regalia 2-piece bonus adds 10% Critical Hit Chance, and the 4-piece bonus adds 10% Critical Damage for each nearby enemy, up to 30%. That scaling rewards fighting in the middle of a group, which makes the set a natural fit for high-precision weapons such as the Rapier or fast Saber play that lands frequent crits.
The pants plan is sold early: the People of Tortuga Provisioner offers the Coat and Pants plans at Reputation Rank 2 for 200 Piastres each, with the remaining slots gated behind higher reputation with the People of Tortuga. Crafting uses Coarse Fabric early and Tarred Fabric with Crocodile Hide Piece at the top tier.
