What This Plan Unlocks
Reading the paper permanently teaches the crafting recipes for the six pier pieces below to the character who reads it. The plan is a single-use Recipe Papers item and is consumed when read, so each crew member who wants the recipes must read their own copy.

Where to Find
The plan is looted from chests in large pirate camps scattered across the archipelago. It is not a guaranteed drop, so expect to clear several camps before a copy appears. Like other plans, it can also surface in random container loot at points of interest, and faction Provisioner stock occasionally rotates cosmetic plans for crews that have built up faction reputation.

Pier decorations are purely cosmetic, so prioritise structural and functional plans first if inventory space is tight.
Read the paper at a base rather than on a ship so you can preview the new entries in the build menu right away.
A duplicate copy does nothing once the recipes are learned, so spare papers are best traded to other crews or sold for Piastre.
