Broken Blade is a Common saber-class melee weapon in Windrose. At least it's still sharp.
Sabers are one-handed Slash weapons that scale with Agility; the main-hand slot leaves the off-hand free for a Pistol, torch, or shield. See Sabers for the full class profile.

Keep a Pistol or torch in the off-hand to double the Agility loadout's burst options. Sabers reward quick light-attack cycling over heavy-attack spam because the shorter reach means committed heavies leave you exposed.
The 190 Slash figure is the weapon's base damage entry, while the displayed ATK of 90 is what the Broken Blade contributes at its fixed item level with C-grade Agility scaling. Because it is locked at Level 1 and cannot be ascended, its ATK does not climb the way a crafted Saber can, which is the core reason it is a throwaway opener rather than a keeper.
Handed to you during the opening story beat How My Shore Adventure Began, so every character starts with one; you do not craft the first copy.
It can also be crafted at the Weaponsmith Workshop from Copper Ingot and Rough Hide, but there is little reason to: the same station makes the Uncommon Saber at higher base damage for comparable materials.
Disassembling it returns Nails rather than its build materials, so salvage it for a few crafting components once you have a real weapon equipped.
Agility-scaling weapons pull from the Fencer branch of the Talent System. Relevant picks include talents that boost Slash damage, Critical Hit Chance for light attacks, Perfect Block window width, and Retaliation stack duration. Agility builds commonly pair with the Flibustier armor set (+15% one-handed damage on the 4-piece bonus) for sabers or with two-handed damage talents for greatswords.
