Kyogre is the first Legendary Pokemon encountered in Pokemon Pokopia. It appears during the conclusion of the Yawn Up a Storm quest in Withered Wasteland and plays a pivotal role in restoring rain to the region. Unlike most Pokemon in Pokopia, Kyogre functions as a roaming NPC rather than a permanent island resident. It periodically visits Withered Wasteland, Bleak Beach, and Palette Town, where the player can speak to it to trigger rain.
Kyogre's appearance is triggered by completing the Yawn Up a Storm Important Request. This involves a multi-step process to raise the humidity in Withered Wasteland high enough for Slowpoke to yawn and trigger rainfall.
Find Slowpoke: Complete Professor Tangrowth's request to find Slowpoke and bring it back to the Pokemon Center.
Complete early quests: Bulbasaur and Squirtle each have yellow quests available immediately. Complete these to start raising humidity.
Open the north spring: Break the cracked block on the north wall to open a spring and get the north river running.
Restore the fountain: Destroy blocks near the fountain to get water flowing all the way to it, kicking it into action.
Revive vegetation: Use Water Gun on dry trees, grass patches, and flowers throughout the area to restore greenery.
Build habitats: Construct habitats like Field of Flowers and Hydrated Tall Grass to raise humidity further.
Build the Rain Dance Site: This is Squirtle's final request and the last humidity-raising task. It requires 2 Castform Weather Charms and 1 Plated Food (both found in Professor Tangrowth's wheelbarrow near the starting area). Place the Rain Dance Site and bring Squirtle to the food so it can eat. Squirtle will summon the rain.
When Slowpoke gives an almighty yawn, the rain begins to fall. A massive Pokemon cry echoes from the ocean. Following the other Pokemon south leads to the docks. The player must craft bridge planks at a nearby workbench and rebuild the dock to reach Kyogre. Speaking with Kyogre, it agrees to help bring rain to the withered region, and the rain becomes permanent.
After Kyogre's arrival, the rain softens previously impassable blocks in the cave where Onix is trapped. Return to the cave and break the now-softened blocks to free Onix. Speak to everyone in front of the Pokemon Center to relay Onix's message and complete the quest.
Befriending Kyogre grants the player the Super Trainer Rank (also called Great Trainer Rank). This unlocks the area gates to both Bleak Beach and Rocky Ridges, making Kyogre the key to progressing the main story beyond the starting area.
Unlike other Legendary Pokemon that can be housed on the player's island, Kyogre functions as a roaming NPC. It cannot be assigned to a habitat. Instead, Kyogre periodically visits Withered Wasteland, Bleak Beach, and Palette Town. When the player speaks to Kyogre at any of these locations, it can change the weather to rain, which is useful for attracting Water-type Pokemon and watering crops.
While Kyogre cannot be housed, it responds positively to humid environments when visiting. Its known preferences:

Check Professor Tangrowth's wheelbarrow near the starting cave for the Castform Weather Charms and Plated Food needed for the Rain Dance Site.
Water every dry tree, grass patch, and flower you see with Water Gun. Each one contributes to the humidity level.
After Kyogre arrives, speak to it whenever you want rain. Rain attracts Water-type Pokemon and waters crops automatically.
Kyogre visits multiple areas. If you cannot find it in Withered Wasteland, check Bleak Beach or Palette Town.
Break the softened blocks in the Onix cave immediately after the rain starts. Onix has the Bulldoze specialty, which is valuable for rebuilding Pokemon Centers.
