The Bureau of Anomaly Control (BAC) is the primary government organization responsible for managing Anomalies and Espers in Hethereau. As the city's foremost authority on supernatural matters, the BAC coordinates containment operations, issues Oddity resident permits, and deploys specialized teams to handle incidents ranging from minor anomaly disturbances to catastrophic events.
The protagonist, Esper Zero, is recruited by the Bureau due to their powerful and unusual abilities. Esper Zero's capacity to see the true essence of anomalies and communicate with them directly makes them an exceptionally valuable asset to the organization, and much of the game's narrative involves carrying out missions on the BAC's behalf.
One of the Bureau's civic responsibilities is the administration of resident permits for Oddities. In the BAC's main hall, hopeful Oddities queue up to apply for their permits, going through a formal process to gain legal residency in Hethereau. This system underscores the Bureau's dual role: it is not only a military-style organization that combats dangerous anomalies, but also a bureaucratic institution that manages the peaceful coexistence of humans and supernatural beings.
The Bureau is organized into specialized divisions, each handling different aspects of anomaly management. Two divisions have been confirmed in official materials:
ETD-4 is a specialized tactical squad within the Bureau, tasked with handling high-priority anomaly incidents. The unit was deployed to New Helios during the Hypervortex catastrophe, one of the most dangerous events in Hethereau's recent history. ETD-4 members are among the most powerful Espers in the Bureau's ranks.

Containment Unit 2 is another division within the Bureau, focused on anomaly containment operations. The most notable member of this unit is Mint, an A-Rank Anima Esper. Mint is best known for being tricked by anomalies during her assignments, a recurring issue that has become something of a reputation for her within the Bureau. Despite these setbacks, she remains determined and hopes to one day become an ace agent.
The BAC is not the only entity dealing with anomalies in Hethereau. Independent operations like Eibon Antique Shop take on Anomaly Commissions from the public, handling cases that the Bureau may not prioritize. The relationship between the BAC and independent hunters is complex. Eibon operates outside the Bureau's official structure, with the protagonist joining as an "unlicensed" anomaly hunter. This parallel system creates tension but also ensures that more anomaly incidents are addressed across the city.
The Bureau's organizational structure beyond ETD-4 and Containment Unit 2 has not been fully revealed. Given the scale of Hethereau and the frequency of anomaly incidents, additional divisions and units likely exist, but their names and specializations remain unconfirmed.
