The Bureau of Anomaly Control (commonly abbreviated as BAC) is the primary government organization in Hethereau responsible for dealing with supernatural phenomena. The Bureau manages both Anomalies (supernatural disturbances that defy common sense) and Espers (humans who possess supernatural abilities). As the central authority on all matters related to the supernatural, the BAC plays a critical role in maintaining public safety and order within the city.
The Bureau of Anomaly Control contains multiple divisions and units, each with specialized responsibilities. The two primary branches are the Esper Tactical Divisions (ETD) and the Containment Units (CSU).
The ETD are elite tactical divisions within the Bureau, staffed by powerful Espers trained for direct combat operations against dangerous Anomalies. Each ETD unit operates semi-independently with its own command structure.

The Bureau recruits the player character (Zero) and assigns them to the Eibon Antique Shop, a privately operated anomaly hunter crew in the Bridge District. While Eibon works alongside the Bureau and takes on anomaly commissions, the two organizations operate separately. The Bureau maintains its official government structure and chain of command, while Eibon functions more as an independent contractor. This arrangement allows the player to interact with Bureau members and operations while maintaining a degree of autonomy through Eibon.
The Bureau of Anomaly Control serves as a major narrative presence throughout Neverness to Everness. Bureau personnel appear regularly in main quests, and the organization's policies regarding Anomaly management and Esper control form the backdrop for many of the game's conflicts. The tension between the Bureau's institutional approach to supernatural phenomena and the more grassroots methods of groups like Eibon creates an ongoing narrative dynamic.
