The Crane Control Room Key is obtained during the Estate in Dismay faction quest, commissioned by House Roberts. This faction questline becomes available during Chapter 2 and involves liberating Karin Quarry from hostile forces.
The key grants access to the crane control room at Karin Quarry. After obtaining the key, Kliff rides a handlift up to the control room, where he operates the crane to clamp onto a large relic and pull it out of the ground. Extracting the relic exposes a hole leading to the next stage of the quest.
The Estate in Dismay questline for House Roberts includes multiple stages:
First Trial of Trust: Help the caretaker and defeat bandits.
Troubled Count: Speak with Count Roberts about the quarry situation.
Stolen Quarry: Defeat Marni's Excavatron and enemies in Karin Quarry, then use the crane to extract the quarry relic.
Completing the Stolen Quarry stage rewards the Knuckledrill special equipment, which makes mining ore easier and increases ore drops by 10%.

This step is critical for unlocking access to an Abyss Nexus fast travel point near the quarry.
