The helm, a horned Minotaur-style piece, is earned in Pailune during the Shadows of Beasts quest, which becomes available around chapter 6 to 7.
The quest tasks you with liberating a fort held by the White Bearclaw boss. Several white-bear bosses in Pailune carry similar names, so make sure you are taking on the one tied to the Shadows of Beasts step. Defeating it grants the helm.
When fully upgraded the helm reaches roughly 21 Defense and adds a small amount of stamina regeneration. Its visor can be opened and closed.
