Zoe De Vera is a Supervisory Special Agent in the Federal Bureau of Control, introduced for Control Resonant, and Dylan Faden's handler throughout the campaign. She is Dylan's primary radio contact, his operator on field deployments, and one of the human anchors that keep him tethered while paranatural forces destabilise Manhattan around him. Zoe De Vera works inside the Federal Bureau of Control as a Supervisory Special Agent, the agent placed in charge of the Bureau's field teams across the Manhattan area. In the Resonant timeline, the agency is in crisis: the lockdown at the Oldest House has failed, Director Jesse Faden is missing, and Emily Pope serves as acting Director in her place. Zoe's role is one of the working pieces of the structure that remains intact: a field operator who can run an active deployment in the affected Manhattan zones.
Her job is not in-the-field combat. She is the radio side of operations: feeding Dylan agency context, coordinating his movements between zones, and serving as the FBC voice that arrives in his ear when he is on the ground. The role is structurally similar to a control-room operator in other action games, but it is foregrounded in Resonant because Dylan, the agency's longest-held containment subject, is operating outside the building for the first time.
On PlayStation 5 that voice has a physical channel. A hands-on with the full game published on September 18, 2026 noted that her radio chatter during relevant tasks plays through the DualSense controller's speaker rather than only through the main audio mix.
That does not make the job a desk assignment. The role carries real authority: she decides how field teams are tasked in an active containment zone, and the material around her describes work she is good at and enjoys, complicated by the bureaucracy of a large federal agency pressing on every decision. She is senior enough for her calls to matter and junior enough to be overruled, which is a large part of what makes her useful as a narrative counterweight to Dylan Faden.
Dylan and Zoe's working relationship is one of the campaign's narrative anchors. Dylan spent essentially his entire life inside the Oldest House as a long-term containment subject, designated Prime Candidate 6. He is operating outside the building for the first time as an adult, and he is doing it while paranatural forces previously sealed inside the House are loose in the city. Zoe is the FBC voice that meets him in that situation.
Material published before release framed her as both an operational handler and a human counterweight. Where the Aberrant and Dylan's paranatural abilities push him deeper into the paranatural side of the agency's catalog, Zoe is the ordinary side of the relationship. The campaign uses that contrast: cosmic forces outside, a human voice on the line.
Material published before release framed Zoe as more than a mission briefer. She was described as the person who pulls Dylan out of his coma at the start of the campaign and as the field handler who keeps him oriented as Manhattan's reality continues to shift. In that material she was positioned as the emotional anchor that holds Dylan's humanity in place against the cosmic pressure of the Pattern, as much as she is the radio voice telling him where to go next. Their working relationship is one of the load-bearing character beats of Resonant's story.
Zoe De Vera is portrayed by Frankie Kevich. Dylan Faden is played by Sean Durrie and Jesse Faden by Courtney Hope, who also played her in the first game. All three appeared alongside Matthew Porretta, the voice of Dr. Casper Darling, on a cast panel at San Diego Comic-Con on July 25, 2026, where the actors discussed their characters and the work behind them.
Zoe is written as a keen music lover, and over the course of the story she shares some of her favourite tracks with Dylan. Remedy released those songs as Zoe's Mixtape on September 22, 2026, two days before the digital launch. The mixtape is six original songs written for Control Resonant together with Fried Music and Nordic Music Partners, each tied to a particular moment in Dylan and Zoe's journey, and all six are available on music streaming services. The first of them, "Manalan Mailla" featuring Vilma Jää, had already debuted alongside the Paranatural Manhattan Trailer in June 2026. The rest of the game's music is covered on Music and Audio.

Zoe is a constant presence rather than a one-mission appearance. She is Dylan's handler across field deployments, which makes her one of the campaign's recurring voices rather than a one-zone NPC. In the released game she works from the Watchtower, the FBC's post in Central, and she hands Dylan side quests as he explores the city; the Quests page shows how those fit around the main story.
Pre-release material did not reveal the specific scenes she appears in or her end-state at the close of the campaign. This page does not yet cover the story beyond the opening.
