The Mannequin is one of the attachments the Armor and Clothing Workshop accepts, alongside the Material Rack. Like every workshop attachment it carries no craft menu of its own: placing it inside the workshop footprint simply widens the recipe list shown on the base station. Try-on Mannequin is an upgrade extender that snaps to a Armor and Clothing Workshop. Placing it inside the base station's extender footprint unlocks the recipes gated behind this extender on the base station's own craft list. It does not craft items on its own; the base station handles all recipes.
Both build materials are one refining step past their raw forms, which is what places the Mannequin in the mid-game rather than the opening sailor-gear hours.
