Smuggled Goods are not crafted. They are loot, pulled from defeated pirates on land and, more reliably, from the holds of enemy ships taken at sea. Boarding an intact vessel rather than sinking it is the dependable way to collect them: target hostile ships that show a chest icon above their nameplate, disable the hull with Chain Shot, then clear the deck through Boarding Combat and loot the cargo. Sacked haulers carry the largest single hauls.
Smuggled Goods are a trade good, an item whose only purpose is to be sold for currency. They have no crafting use. Like every sellable item in Windrose, the tooltip carries a "can be sold to" line that names the faction interested in it, and selling is done at that faction's dedicated Buyer rather than at a general store. There is no open marketplace in Tortuga town itself; each of the four factions keeps its own Buyer out at its base.
The flavor line marks Smuggled Goods as prized by traders connected to Tortuga. The matching vendor is the People of Tortuga Buyer, who pays in Piastre, the standard low-denomination currency. Carry a full stack to the Buyer and offload it in one trip to cut down on sailing time.
Because each unit weighs 10.0, Smuggled Goods eat cargo space fast. Sell them off between runs rather than hoarding, and prioritise hold room for them when you spot a chest-marked ship worth boarding.
Weight 10.0 per unit; factor it into inventory capacity when gathering.
Take ships intact. A boarded hauler yields far more Smuggled Goods than the few crates that float free when you sink it.
