A critical hit is a roll on any attack that lands for extra damage. Windrose splits the mechanic across two separate lines on the character sheet, and they are fed by different things, which is the part most builds get wrong on the first pass.

The second row is the important one. Critical Damage is not just a crit modifier: it also governs the bonus on headshots and weakspot hits, so it carries value for precise ranged play even on a build that never stacks crit chance.
Mastery is the crit-chance stat. Each point invested adds roughly half a percent of critical hit chance, and unlike the three weapon-scaling stats it applies to every weapon in the game rather than one family. That makes it the only damage stat a build can take without committing to a weapon type.
Mastery does not touch Critical Damage. Pouring points into it raises how often a crit lands, never how hard the crit hits. Respec is free, so the practical approach is to add Mastery after health and stamina are on a workable base and after the weapon stat that matches your main hand, then test the character sheet before committing more.
Because crit chance also comes from equipment, a crit build spends fewer stat points than it looks like it should.

The Privateer four-piece is the clearest statement of what the set is for: it wants crowds. Fighting a single boss gives it very little; wading into a pirate camp turns it into the strongest crit-damage source in the game.
Crit is burst damage. The upside is a spike large enough to end a fight two swings early; the downside is that the spike is a dice roll, so a crit build's damage per encounter swings much harder than a flat-scaling build's. Fights with a narrow damage window punish that variance, which is why crit is usually paired with a reliable base rather than run alone.
Pair Mastery with Precision for a ranged crit build, where headshots and weakspots also benefit from Critical Damage.
Pair Mastery with Agility for a fast melee crit build that gets more swings per stamina bar and therefore more rolls.
Take the crit gear before the crit stat points. A +10% set bonus is worth roughly twenty stat points of Mastery, and the set does other work as well.
Do not build crit damage from stat points. There is no stat that raises it; the only levers are gear and the set bonus.
