Sparkling Skylands is the fourth and final story area in Pokemon Pokopia. According to Serebii, the area encompasses "what used to be Celadon and Saffron Cities," dramatically transformed when "the catastrophe caused the ground to shoot up into the sky." This elevated zone features floating platforms, islands suspended high above the ground, waterfalls cascading between levels, and landmarks from both classic cities.
Sparkling Skylands is where the Glide and Waterfall moves are unlocked, allowing aerial traversal and vertical water travel. The area contains the iconic Celadon Department Store (a massive building project), the Game Corner, and the legendary Pokemon Mewtwo. Its exclusive hedge type is the Stylish Hedge.
Sparkling Skylands opens after the player completes the main story quests in all three previous story areas (Withered Wasteland, Bleak Beach, and Rocky Ridges) and reaches Ultra Trainer Rank. Gates to Sparkling Skylands can be accessed from three different locations:

Sparkling Skylands features elevated habitats built on floating platforms and islands. The area introduces several powerful Pokemon and endgame species.

Dragonite is found in the main town square of Sparkling Skylands, to the right of the Pokemon Center, near a canoe sitting in the water. To learn Glide:
Pull some pink grass out of the ground near the boat to create Dragonite's Waterside Dinghy habitat.
Dragonite appears and offers a request: bring it 5 Alarm Clocks.
Craft 5 Alarm Clocks at the Workbench using Iron Ore (the blueprint must be obtained first).
Place the Alarm Clocks near Dragonite's habitat.
Speak with Dragonite to learn the Glide ability.
Gyarados is hidden below the Sparkling Skylands, underneath a stream of waterfalls. After locating Gyarados, it upgrades the Surf move with the Waterfall ability. While in Surf form (transformed into Lapras), press A near any waterfall to travel upward.
Sparkling Skylands features a multi-stage progression:
Enter through one of the three gates and use a lift to reach the Pokemon Center ruins.
Interact with Rookidee at the Pokemon Center.
Build Dragonite's habitat and complete the Alarm Clock request to learn Glide.
Use Glide to fly between floating islands, reaching new platforms and areas.
Meet Tinkmaster on a far island by climbing a tall tower. Complete Tinkmaster's request (6 Concrete + 1 Iron Ingot).
Find Gyarados beneath the waterfalls to learn Waterfall, enabling upward water travel.
Help Alakazam repair an elevator to access higher levels.
Begin the "Rebuild the Huge Building!" Important Request to reconstruct the Celadon Department Store floor by floor.
Rebuild the fourth floor (4F) of the building. A mysterious voice speaks upon completion.
Professor Tangrowth directs you to the top of the building where Mewtwo awaits.
Mewtwo is Pokemon number 299 out of 300 in the Pokopia Pokedex. The encounter is triggered by completing the "Rebuild the Huge Building!" Important Request in Sparkling Skylands, specifically rebuilding the fourth floor.
Complete the 4F rebuild of the Celadon Department Store.
A mysterious voice speaks. Professor Tangrowth directs you to the top of the building.
At the top, a Master Ball shakes and releases Mewtwo.
Mewtwo speaks to the player, sharing mysterious prophecies about the disappearance of humans from Kanto.
Mewtwo departs after the conversation.
After the initial encounter, Mewtwo can be re-encountered on Dream Islands (Ditto Dream Islands) during the post-game.

Several stages of the Team Initiation Challenge require resources or progress from Sparkling Skylands:
Stage 4: Requires 50 Concrete, which can only be made using the Concrete Mixer found in Sparkling Skylands.
Stage 5: Requires 5 Tinkagears, obtained from Tinkaton in Sparkling Skylands.
Stage 7: Requires a Game Boy System, a recipe unlocked by raising Sparkling Skylands Environment Level to 5.
Like other story areas, Sparkling Skylands has its own Environment Level that increases by befriending Pokemon and building habitats. Raising it to 5 is required to rebuild the Pokemon Center and to see the game's credits. Environment Level 4-5 also unlocks advanced crafting recipes including the Refrigerator and Game Boy System needed for the Team Initiation Challenge.
As the final story area, Sparkling Skylands serves as the gateway to endgame content:

The Team Initiation Challenge's later stages (4-8) largely depend on resources and progress from Sparkling Skylands
Two locked gates remain in the game (one in Withered Wasteland, one in Sparkling Skylands) that state "something on the other side is obstructing the entrance." These likely represent future DLC or post-game content.
Learn Glide from Dragonite as soon as possible. It is essential for traversing between the floating islands and reaching most locations in the area.
Craft the 5 Alarm Clocks before entering Sparkling Skylands if you have spare Iron Ore. This speeds up the Dragonite quest significantly.
After learning Glide, explore beneath the islands to find Gyarados and unlock Waterfall. This opens up many previously unreachable platforms.
The Game Corner is on the furthest island. Use Glide to reach it and collect the Team Rocket Outfit early.
Start making Concrete at the Concrete Mixer as soon as you find it. You need 50 for the Team Initiation Challenge Stage 4, plus more for building projects.
Raise Environment Level to 5 to unlock the Game Boy System recipe needed for Team Initiation Challenge Stage 7.
After meeting Mewtwo, check Dream Islands for a chance to re-encounter it during post-game exploration.
