Eevee and its eight evolved forms (collectively known as the Eeveelutions) are among the most sought-after Pokemon in Pokopia. Eevee itself is found in Palette Town, and all eight Eeveelutions are primarily available there as well. Because Pokopia has no evolution mechanic, each Eeveelution is a separate Pokemon that must be attracted by building its own unique habitat. You do not evolve Eevee into Vaporeon, Jolteon, or any other form. Instead, you unlock each Eeveelution's habitat recipe by completing a Special Challenge in Palette Town, then build the habitat using specific furniture and food items.
Eevee appears in Palette Town, which is accessible after completing the initial tutorial in Withered Wasteland. Cross the bridge on the left side of the Wasteland to reach Palette Town. When you first enter Palette Town and interact with the PC at the Pokemon Center, Eevee appears automatically and asks for your help finding its eight friends (the Eeveelutions). This serves as a quest that reveals the Special Challenge conditions needed to unlock each Eeveelution's habitat food item.
Eevee's habitat is the Pretty Flower Bed, which requires Wildflowers x4. Unlike the Eeveelutions, Eevee's habitat does not require a food item or Special Challenge unlock. Eevee can also appear in the main story regions (Withered Wasteland, Bleak Beach, Rocky Ridges, Sparkling Skylands) if its habitat is built there.
In a major departure from the traditional Pokemon series, Pokemon Pokopia does not feature any evolution mechanic. Eevee does not evolve into any of its eight forms. Instead, each Eeveelution is its own distinct Pokemon entry in the Pokedex, with its own habitat recipe. You attract each one independently by building the correct habitat with the correct food item.
Each Eeveelution habitat follows the same base structure: 1 Seat (any type), 1 Table (any type), and 1 unique food item. The food item is the key ingredient and is unlocked by completing a specific Special Challenge in Palette Town. Until you complete the challenge, the food item recipe is unavailable.

Each Eeveelution has its own specialty that provides a unique function in your settlement:

Flareon's Burn specialty makes it especially useful near Smelting Furnaces. Jolteon's Generate specialty is valuable for powering crafting stations and machines. Umbreon's Search specialty pairs with the Dowsing Machine for fossil and relic hunting.
Each Pokemon has a preferred environment type that affects their comfort level. Matching the habitat area to the Pokemon's ideal type increases comfort faster:

You can adjust the environment around a habitat by placing appropriate furniture and decorations. For example, placing lanterns and light sources near Jolteon's habitat helps create a Bright environment. See the comfort level guide for detailed strategies.
Most Eeveelutions can appear at any time of day. However, two have specific time-of-day requirements:
Espeon only appears during Morning, Day, and Evening. It will not spawn at Night.
Umbreon only appears at Night (after 7:00 PM in-game time). Build its habitat and wait for nightfall.
All other Eeveelutions (Vaporeon, Jolteon, Flareon, Leafeon, Glaceon, Sylveon) and Eevee itself can appear during Morning, Day, Evening, and Night.
Palette Town is the recommended location for building all Eeveelution habitats because:
It has the most open, flat space for building multiple habitats side by side without terrain conflicts.
As a sandbox area, it has no story-related terrain restrictions.
Eevee itself appears at the Pokemon Center when you first arrive, so you are already building there.
The Special Challenges that unlock Eeveelution food items are tied to Palette Town activities.
All habitat types can be constructed in Palette Town regardless of biome.
In multiplayer, friends can visit Palette Town and fully interact, making it a great showcase area.
Eevee and Sylveon can also appear in main story biomes if their habitats are built there. The other six Eeveelutions (Vaporeon, Jolteon, Flareon, Espeon, Umbreon, Leafeon, Glaceon) are exclusive to Palette Town.

Build all Eeveelution habitats in a dedicated area of Palette Town for easy management and a visually impressive display.
Work on the Special Challenges early. Some (like building 300 blocks of road for Umbreon) take time.
Flareon's Burn specialty is extremely useful near Smelting Furnaces. Place its habitat near your crafting area.
Jolteon's Generate specialty powers nearby machines automatically. Place its habitat near devices that need electricity.
Umbreon's Search specialty makes it one of the best followers for fossil and Lost Relic hunting with the Dowsing Machine.
Use the Stamp Rally and Life Coins to purchase Habitat Hints from the PC Shop if you cannot find the habitat traces naturally.
Sylveon's Hype specialty pairs well with DJ Rotom's music. Place their habitats near each other for a lively settlement.
