The Sealed Letter is delivered by a bird during the Black and White sub-chapter of Chapter 5: Guest Unbidden. The letter arrives after Kliff completes the Exposed Plot quest. At this point, the letter's mystical seal prevents the player from reading its contents.
The Sealed Letter cannot be read in its sealed state. After the mystical power sealing the letter dissipates through story progression, it transforms into the Unsealed Letter, which can then be read from the inventory. Reading the Unsealed Letter begins The Missing Seal quest, which is the 64th main mission and the first quest that requires completing a faction questline (Witches) to advance the main story.

The Sealed Letter is connected to the Missing Seal quest, the 64th main mission, which is part of Chapter 5: Guest Unbidden, sub-chapter Black and White. The letter is delivered by a white bird that lands on Kliff's shoulder. Because the letter is sealed by mystical power, its contents cannot be read immediately.
The Sealed Letter arrives via the White Crow's messenger bird. The crow is tracked using Focus Mode (CTRL on keyboard, L3 on controller), which reveals an invisible trail through Hernand Town. Following the trail leads to a point where the White Crow lands on Kliff's right shoulder. A "Take" prompt appears, allowing the player to collect the letter.
As the story progresses, the mystical power sealing the letter dissipates on its own. The Sealed Letter then becomes the Unsealed Letter in the player's inventory. Reading the Unsealed Letter reveals a message from Elowen the Witch, who asks Kliff for his help. This triggers the next phase of the Witches questline.
The letter cannot be opened, sold, or discarded while sealed.
The transformation from Sealed to Unsealed happens automatically as part of the story progression.
The Sealed Letter appears as a purple key item in the inventory.
