Travel to the marked area on the map and liberate it by defeating all enemies.
Return to the nearby town. Lean against a wall to eavesdrop on a conversation between NPCs discussing stolen wagons.
This triggers the "Lawless Market" quest. Speak with Kaldus about stealing and delivering carts.
Find carts on nearby roads (parked or moving). Equip a mask before stealing them.
Deliver the first cart, speak to Kaldus again, then deliver two more carts.
Return to the liberated town. The back alley vendor should now be available. If not, fast travel away and return.
Purchase "Ranged Weapons of the World: Bows" for 250 silver, then study it.
Craft the bow at any smithy using 55 timber and 15 fine timber.
Note: Make sure the Lawless Market quest is tracked in your journal, otherwise delivered carts may not count toward completion.
