In the shipped game the Bear Nushi is named Ursa, after the Latin term for bear. The pre-release reading of it as a very late fight was correct: Ursa is fought once, at level 46, in the Starfall Tower Zone of the wasteland region, which places it among the last Nushi on the route.
Ursa is weak to acid. Blades that apply acid buildup and acid arrows or bolts are the most efficient approach. By this point in the campaign the full skill and equipment layer is available, so the fight functions as a check on a finished build rather than an introduction to any single system.
