The Administrator is the ruler of the Capital and the figure who sets Emma's journey in motion. That is the name the shipped English build uses, both in the credits and in the map string for his chambers at the end of the campaign. Japanese material names him 都の王, literally King of the Capital, and that is the form the launch-reveal coverage carried. He is described as humanity's last hope, and he is voiced in Japanese by Tetsuo Kanao.

Role in the Story
A report reaches the Capital that a sealer capable of holding more than one strain of blight has appeared in the east. Acting on it, the Capital sends word to Ogouchi with a task for that sealer, which is how Emma ends up hunting the Nushi rather than living quietly on the edge of a colony. Her whole route west is that assignment being carried out, which makes the Administrator the reason the journey exists even though he is at the far end of it.
The Capital is both the destination and the last stretch of the campaign, so the figure who issues the order is not met until very late.
His seat of power sits at the end of that route, and the in-game map labels it the Administrator's Chambers, so the English name is readable in the world before the figure himself appears.
Where He Appears
The order that starts the game is delivered at a distance. Emma does not stand in the same room as the Administrator until Chapter 12, once the walking ship has already carried her into the city, and even then the first sighting is a projection rather than a person.
