Hunt Wolf packs across the Foothills and loot the head from kills; the Alpha Wolf that anchors each pack has the highest drop frequency. Because wolves attack in numbers, pull them with a ranged shot and fight near a chokepoint so the pack cannot surround you. Spare heads can be sold back for a small Piastre return.
