The Smugglers of Port Royal Flag is a ship cosmetic in Windrose used to mark a vessel as flying the Smugglers' colours. Applied at a Wharf to customize a ship's flagstaff.

How to Apply
Sail to a player-built Wharf and dock the ship there. Approach the Wharf, open the Manage Ship menu, switch to the Customization tab, and select Smugglers of Port Royal Flag from the Flag option list. Customisation itself does not cost coin once the design is unlocked.
Where to Find
This flag design is one of four unlocked together by the Style Book: Smugglers Flag Designs. Style Books are single-use consumables: right-click the book in your inventory to read it, and every design it lists is added permanently to that character's Wharf customisation menu. The book is stocked by the Smugglers of Port Royal through their Provisioner. Raising Faction Reputation with the Smugglers by turning in Insignias or a Letter of Favor unlocks the higher merchant tiers where cosmetic Style Books appear.

Historical Note
The faction takes its name from Port Royal, the Jamaican harbour town that in the late seventeenth century was infamously called the wickedest city on earth for its role as a haven for buccaneers, smugglers, and prize merchants. Much of historical Port Royal sank into the sea after the 1692 earthquake, and the in-game faction is built around what survived of that reputation.
Tips
Flag changes are visible to other players in PvE and PvP, so the design you fly is also a signal of which faction you currently care about.
Designs are bound to the character that read the matching Style Book, not to a specific ship, so all of a character's owned ships can use any unlocked flag.
A flag does not affect ship stats. It is purely cosmetic, so swap it freely without worrying about a damage or speed penalty.
Other factions sell their own flag books, so a Smugglers flag is only one option. The Brethren of the Coast Flag and Captains of Tortuga Flag come from their respective faction Provisioners, and named single designs such as Black Flag exist as well.
Because the book is consumed on reading, you only ever need to buy it once per character. The unlock is account-character bound, not ship bound, so a new ship you build later can fly the design immediately.
