Jasper Crowe is one of the four hireable workers available in Windrose. He is the dedicated Tailor and Armorer, assigned to the Armor and Clothing Workshop. His single trait applies to every armor or clothing upgrade the player performs, so the real value scales with how many pieces are pushed up through the Rare and Epic tiers.

Jasper stands in Tortuga's main market, near the Rogue Buccaneers Provisioner. Interacting with him opens the hire prompt for 500 Piastre. There is no faction reputation requirement.
After hiring, travel to the base, open the Armor and Clothing Workshop's worker assignment tab, and assign Jasper there. Until that assignment is made, the trait does not apply.
30% chance to recover the resources spent on upgrading an item at the Armor and Clothing Workshop.
This is more valuable than it sounds on paper. Each armor set has five pieces (helmet, cuirass, gloves, pants, boots), and pushing a set from base Rare up to Item Level 8 for Epic ascension at the Weaponsmith Workshop takes many individual upgrades. Across a full set, the number of upgrade rolls adds up to roughly 25 operations. A 30% recovery rate returns a meaningful slice of every upgrade craft, and the materials recovered scale with tier (so the late upgrades refund more valuable materials).
The trait applies only at the Armor and Clothing Workshop. It does not apply to weapon upgrades at the Weaponsmith Workshop, and it does not apply to station upgrades or decoration crafting.
Jasper is the pick that matters most once the build plans to commit to a full Rare-to-Epic set. In the earliest Coastal Jungle hours his trait returns very little, because the upgrade materials are cheap and the Uncommon tier caps at low costs. By the time the player is rolling Pikeman or Conquistador upgrades in bulk, Jasper is quietly the largest Piastre-saving worker.
A common sequence for builds that plan ahead is Mortar Joe first, Rosalinda second, and Jasper third. Builds that prioritize survival buffs over gunpowder swap the order of the first two.
Jasper's value compounds over long upgrade sessions. One refunded craft does not look dramatic on its own, but repeated upgrades across a full armor set or other equipment path steadily return ingots and upgrade materials that would otherwise be lost. That makes him especially useful once the player is regularly improving rare or later-game equipment.
Current worker coverage places Jasper in Tortuga and treats him as one of the two easy mid-game hires to pick up on the same visit as Rosalinda Mercer. Some guides describe him more specifically as being near the market area or nearby vendor stalls, but the consistent confirmed point is that he is a Tortuga recruit with a flat 500-Piastre cost.
Jasper's perk improves with repetition. A single refunded upgrade is minor, but full upgrade passes across armor, clothing, and other progression pieces create multiple opportunities for recovered materials. That makes him the worker whose value is easiest to feel over a long session rather than on the first craft.
He is especially useful when the current progression wall is material cost rather than combat difficulty.
He pays back more value on long equipment grinds than on casual spot upgrades.
His perk is also clean to use because it requires no special timing or alternate recipe path once assigned.
