Initial version (2026-10-20)
The Political Matrix is a new system in Tropico 7: a diagram showing the political positions of the island's citizens, its factions and El Presidente. It was introduced in the first dev log (April 17, 2026), and the official FAQ's list of changes includes a "Faction & Superpower Matrix" and an "Edicts Diagram". The heads of Gaming Minds Studios said in the second dev log that it "provides a clear overview of El Presidente's standing and every citizen's political views, making politics more transparent and adding new strategic depth." The game releases on January 28, 2027.
Element | How it appears |
|---|---|
Citizens | Every citizen can be found and selected on the matrix |
Factions | Each faction occupies an area; citizens inside it are members |
Undecided citizens | Citizens with no faction affiliation are shown in the centre |
El Presidente | His position is determined by the chosen constitution |
Edicts | All edicts are located on the matrix; only those near El Presidente's position can be activated |
If a citizen falls within a faction's area, they are considered a member of that faction and are influenced by it. Their position also decides whether they are a moderate, a loyalist or a fanatic of that faction. According to the dev log, the overall distribution of citizens matters more than any single citizen: the more citizens are concentrated in one area or one faction, the easier it is to align policies with them. See Factions and the Council for the factions confirmed so far.
Players can influence citizens politically through the newspaper, radio station and TV station, moving them around the matrix. This can make one faction smaller and another larger. The second part of the first dev log describes the process in two steps: media can sow doubt among a faction's members until they leave and become undecided, and media can then push those undecided citizens into another faction. The more citizens belong to one faction, the easier it is to pass policies that gain wide approval.
El Presidente's position on the matrix is set by the constitution. Each constitutional option shows a blue arrow indicating its political direction, and every option selected moves him. The FAQ gives an example: choosing the most socially oriented sections of the constitution every time places El Presidente very far to the left. From the World Wars era onwards, the constitution can be amended once per legislative term, which can shift his position mid-game. See Constitution and Edicts.
All edicts sit on the Political Matrix. Only those with a political orientation similar to El Presidente's can be activated; in the dev log screenshots these fall inside a dotted rectangle. The dev log's example is that a very left-wing law cannot be enacted after choosing a very right-wing constitution. If a constitutional amendment moves El Presidente, edicts outside his new range may be deactivated.
The exception is a faction deal. Fulfilling a faction's demands can earn one as a reward, and it allows an edict to be activated inside that faction's sphere even if it lies outside El Presidente's political orientation.
The FAQ's name "Faction & Superpower Matrix" suggests that superpowers are also part of the political overview; the FAQ describes it as letting players "See where you stand politically, and what perks (or problems) come with it." The FAQ warns that cozying up to one faction or superpower might upset others. As of October 2026, Kalypso had not shown how superpowers are placed on the matrix. See Superpowers and Foreign Affairs.
The dev log noted in April 2026 that the edicts menu was still a work in progress, including names and icons, and that a filter for edict types such as work or police was planned. In May 2026, Kalypso named the Political Matrix as one of the new features the team wanted to concentrate on for launch, alongside the Campaign and Terraforming, when it moved Multiplayer to a post-launch free update.
