Foreign powers play a role in Tropico 7 alongside domestic politics. According to the official FAQ, up to six superpowers, "from the USA to China", offer unique benefits, but only if their demands are met; the FAQ describes those demands as often colourful. Superpowers can help or hurt the island, from development aid to a port blockade or an invasion. Most details come from the second part of the first dev log (May 5, 2026). The game releases on January 28, 2027.
Superpowers in Modern Times
The dev log revealed the superpowers of the Modern Times era, which features six of them:
Superpower | Era confirmed |
|---|---|
USA | Modern Times |
EU | Modern Times |
China | Modern Times |
Saudi Arabia | Modern Times |
India | Modern Times |
Brazil | Modern Times |
The FAQ's wording of up to six superpowers leaves open whether fewer appear in earlier eras. As of October 2026, Kalypso had not said which superpowers, if any, are present in the Colonial Times, World Wars or Cold War eras. See Eras.
Embassies and the Council
To deal with superpowers, players build embassies and invite superpowers to the Council from the "Foreign Politics" menu to learn what their concerns are. The Council is the same meeting place used for domestic factions; see Factions and the Council.
Benefits and risks
The dev log says the principle used for factions also applies to superpowers, and the FAQ ties their benefits to meeting their demands. Relations can turn out well or badly for the island.
Type of effect | Examples named by Kalypso |
|---|---|
Positive | Development aid; unique benefits for meeting a superpower's demands |
Negative | A port blockade; an invasion |
Balancing powers is part of the challenge. The FAQ warns that cozying up to one faction or superpower might make others a bit unfriendly. Foreign threats are also one of the two jobs given to the reworked Military, which the feature list says can "fend off foreign threats".
The matrix
The FAQ lists a "Faction & Superpower Matrix" among the changes in Tropico 7, describing it as a way to "See where you stand politically, and what perks (or problems) come with it." As of October 2026, Kalypso had not shown in detail how superpowers relate to the Political Matrix that tracks citizens, factions and El Presidente.
Landmarks and other foreign affairs
The store feature list says players juggle foreign affairs and "occasionally steal... uhm relocate a landmark to revel in its benefits". As of October 2026, Kalypso had not named any landmarks or explained how relocating one works. The August 2025 announcement also mentioned deploying agents and staging PR stunts as forms of strategic mischief, without further detail since.
Not yet announced
As of October 2026, official material had not described the specific demands of any superpower, the size or type of development aid, or the conditions that lead to a blockade or invasion.
