Alongside its preset Character Classes, Streets of Rogue 2 lets players create their own character. The developer has stated that the game features dozens of classes with unique traits and playstyles, and that players can pick from many characters or make their own and head into the open world. Traits are the building blocks that define how a character behaves and what advantages or drawbacks they bring into a run.
Each class in Streets of Rogue 2 carries its own set of traits that distinguish it from the others. Traits can grant abilities, alter how a character interacts with the world, or impose limitations that shape strategy. For example, the developer has described class-defining behaviors such as the Soldier's increased accuracy, the Gorilla's inability to understand human speech paired with the ability to talk to other apes, and a Diminutive trait that could let a small character ride animals that a larger character could not.
Traits are also designed to interact with the game's wider systems. The developer has noted, as an example, that an animal could be granted a trait that gives it a very strong back so that it can be ridden when it normally could not. Players who do not want a preset class can build a custom character. The developer has confirmed custom character creation as part of the experience, continuing a feature from the original game. Because the sequel emphasizes leaning into a character's specialty, the choices made when building a custom character are intended to meaningfully change how a run plays, rather than producing a generalist who is good at everything.
