The fish only appears during sunny winter weather, so you need clear skies. If snow or rain rolls in, the Alaska Blackfish stops biting, and you should pivot to other winter species like Lake Trout that prefer snowy conditions instead.
Alaska Blackfish respond exclusively to Bug Bait. Craft it in advance at the Chopper station so you are prepared when winter's sunny days arrive.
Tip: The time window for this fish is one of the widest in the game: 06:00 to 22:00. You can start fishing at dawn and keep going until late evening, which gives you plenty of chances per sunny winter day.
