The player takes the role of a Contractor, a hardened veteran hired for a classified operation. The narrative is centered on a mysterious island, a hidden research effort, and a supernatural phenomenon that has trapped the location in a time loop.

The Contractor
Players are cast as a Contractor, described as a hardened veteran hired for a classified operation on an island at the edge of the world. The Contractor's mission is to recover top-secret technology from an abandoned research facility. This role frames every run: deploy onto the island, gather what you can, and get out alive.
The SAPIENS Initiative
The classified operation is tied to a black-budget initiative known as SAPIENS. Contractors are sent to extract artifacts, research their findings, and uncover the truth behind this initiative. The name of the game itself, Black Budget, refers to the secret, off-the-books funding behind the operation on the island.
The Time Loop and the Anomaly
The central twist of the setting is that Coli Island is trapped in a time loop and consumed by a supernatural phenomenon called the Anomaly. The environment grows more unpredictable with every loop, and the longer a Contractor stays inside it, the harder it becomes to make it out alive. The loop is both a story device and the backdrop for the game's repeated, ever-changing runs.
Uncovering the Truth
Discovery is a core theme. Rather than being purely about survival and combat, the game emphasizes exploration and uncovering the secrets buried on the island.
