"Make a Hamburger Steak" is a request in Pokemon Pokopia given by Chef Dente in Rocky Ridges. Chef Dente needs a frying pan to cook, which means you must access the Smelting Furnace, mine copper ore, and smelt ingots before crafting the pan. Head to the kitchen area and talk to Chef Dente. He asks for a frying pan so he can cook proper meals. Chef Dente directs you to ask Professor Tangrowth how to make one.
Talk to Professor Tangrowth about the frying pan. Tangrowth explains you need a Copper Ingot, which requires access to the Smelting Furnace in the mines.
If you have not already, complete the "Cut Down That Fence" quest to clear the path to the mines. The Smelting Furnace is located inside the mine area.
Mine Copper Ore from deposits near the mine entrance. Bring the ore to the Smelting Furnace along with a Pokemon that has the Burn specialty (such as Magmar) to activate the smelting process. Smelt the ore into Copper Ingots. You need two Copper Ingots for the Frying Pan.
Use two Copper Ingots to craft a Frying Pan at your workbench. Place the finished Frying Pan on the cooking stove in the kitchen.
Talk to Chef Dente after placing the Frying Pan. He teaches you the chef appearance transformation, which is a cosmetic option.
Collect 4 Beans from the farm area. Use the Frying Pan on the stove to cook a Hamburger Steak with the Beans.
Consume the Hamburger Steak to unlock Powered-Up Rock Smash, which allows you to break sturdier blocks that regular Rock Smash cannot handle.

Build Magmar's habitat near the Smelting Furnace. The materials for the habitat are already available in the mine area, and having Magmar close by makes smelting much more convenient.
Any Pokemon with the Burn move can activate the Smelting Furnace, not just Magmar. Use whatever Burn-specialty Pokemon you have available.
Powered-Up Rock Smash opens up many new areas across the game. After getting it, revisit regions with reinforced blocks you could not break before.
This quest chains directly into "Investigate the Source of Music," which requires Powered-Up Rock Smash to reach DJ Rotom in the mines.
