Law Enforcement
Grand Theft Auto VI features the most detailed law enforcement system in the series to date. At least nine distinct agencies operate across the state of Leonida, spanning city, county, state, and federal jurisdictions. Each agency has its own vehicle liveries, uniforms, and areas of operation. The agencies are visible throughout both official trailers and the screenshots Rockstar released in May 2025.
Agencies
Law enforcement in Leonida is organized across four jurisdiction levels, mirroring real Florida's layered policing structure.
City Police Departments
Vice City Police Department (VCPD) is the primary city police force, serving Vice City. The department uses a white-and-blue livery on its patrol cars and appears to be modeled after the Miami Police Department. VCPD vehicles are visible in Trailer 1 at approximately 1:07 and throughout Trailer 2. At least one vehicle has a "lieutenant" marking on its livery.
Vice Beach Police Department (VBPD) operates in the Vice Beach district, GTA VI's equivalent of Miami Beach. The VBPD has its own distinct vehicle livery, visible on a Buffalo STX Pursuit cruiser in official Rockstar screenshots. The department's name changed during development; in early 2022 build footage it was called "Ocean Beach Police Department" before being renamed.
Port Gellhorn Police Department (PGPD) serves the town of Port Gellhorn in Kelly County, southwestern Leonida. It uses Vapid Police Cruiser Interceptors with PGPD-specific livery.
County Agencies
Vice-Dale Police Department (VDPD) covers Vice-Dale County, the broader county surrounding Vice City. The department is modeled after Miami-Dade County's sheriff's office. Its vehicles use a green-and-white livery with blue and red LED lightbars. A VDPD Buffalo STX Pursuit cruiser is visible in Trailer 2 in the middle of an intersection. The tattoo shop scene in Trailer 1 (around 1:05) also shows VDPD officers.
Leonard County Sheriff's Office (LCSO) operates in Leonard County, which appears to be Leonida's equivalent of Broward County. Trailer 1 shows Leonard County Sheriff vehicles zooming past Lucia and Jason in the Waning Sands area at approximately 1:00. The department uses green-and-white livery on both cruisers and SUVs.
Kelly County Police Department (KCPD) covers Kelly County in southwestern Leonida, the county that includes Port Gellhorn. Kelly County lies directly west of Vice-Dale County.
State Agencies
Leonida Highway Patrol (LHP) is the state highway patrol, modeled after the Florida Highway Patrol. The LHP uses a distinctive high-performance vehicle, the Bravado Gauntlet Interceptor (based on the Dodge Challenger SRT Demon), with a black-and-tan two-tone livery and yellow markings on the front fenders. Two LHP vehicles are visible in Trailer 1 at 1:04, attending to an overturned SUV on a busy highway. The trunk appears to bear the Seal of Leonida.
Leonida Department of Corrections (LDC) operates the state's prison system, including Leonida Penitentiary. The department is modeled after the Florida Department of Corrections. LDC staff wear name badges identifying their affiliation, and inmates wear orange jumpsuits marked with "LDC" on the chest.
Protection of Animals and Controlled Hunting (POACH) is Leonida's wildlife enforcement agency, serving as the equivalent of Florida's Fish and Wildlife Conservation Commission. The agency's name is an intentional joke, abbreviating to "POACH." Its logo features a goose in crosshairs. In an official Rockstar screenshot, POACH officers are shown pursuing poachers fleeing through the Grassrivers in a Bison hauling a trailer. The agency uses Vapid police SUVs with POACH-specific livery.
Federal Agencies
The United States Coast Guard operates in coastal waters around Vice City and the Leonida Keys. A Coast Guard response boat inspired by the real RB-S II has been confirmed in vehicle listings. The coastal setting of Vice City makes maritime law enforcement a significant presence in the game world.

Ghost Livery
One of the most notable additions to GTA VI's law enforcement is the ghost livery police car, visible in Trailer 2 at approximately 0:45 parked alongside a standard patrol cruiser. Ghost livery vehicles use retro-reflective decals that are nearly invisible at a distance but become clearly visible when headlights or other light sources hit the reflective material. This allows police vehicles to blend into normal traffic and catch players off guard.
The ghost car has red and blue interior lights mounted above the windshield, which presumably activate during pursuits. Ghost livery vehicles are used by real police departments across the United States, particularly in Florida, making their inclusion consistent with GTA VI's setting.
Tactical Units
The Brute Police Riot, an armored vehicle based on the Lenco BearCat, appears in Trailer 2 and is shown surviving an explosion. It deploys at higher wanted levels and carries a six-person SWAT team equipped with heavy weapons. Officers in Trailer 2's apartment raid scene wear tactical gear including bulletproof vests, with one officer wearing a backwards baseball cap and black police vest over a white t-shirt.
The Police Maverick helicopter provides aerial tracking. In previous GTA games, helicopters appeared at three-star wanted levels and above, and trailer footage suggests a similar escalation system in GTA VI. Sharpshooters fire from the helicopter's cabin during pursuits.
Corrupt Officers
Trailer 2 includes a scene where an officer wearing a captain's badge delivers the line: "Us cops, we gotta protect each other." He is speaking in what appears to be a hideout or private meeting room to a person whose back is to the camera. In a separate scene, a gangster approaches Jason and directly asks, "Are you a fed?" These scenes suggest that police corruption and potentially undercover operations play a role in the story.
