The Riding Boots are awarded by completing the Horse Fair Races mission, which is the fourth and final quest in the House Byron storyline based out of Demeniss. To trigger the mission, head to the Horse Track Arena arena on the eastern side of the Demeniss map and speak to the race host stationed there. He will offer a one-on-one horse race that you simply have to win, and the boots are handed over the moment you cross the finish line first.
If you have already invested in the rest of your horse equipment, the race itself is straightforward. Save your sprint stamina for tight curves on the two ends of the arena and for the final push to the finish line, rather than spamming it down the straightaways.
The Horsefair Races mission does not unlock the moment you arrive in Demeniss. Two prior chains must be in progress or completed first:
3 of 4 House Byron missions completed. You need to have wrapped the first three House Byron missions before the fourth slot opens up at all.
6 of 6 Silver Moon trade group missions completed. Finishing the entire Silver Moon Trade Group trade chain is the trigger that unlocks the fourth and final House Byron mission. Without that completed, the Horsefair Races questline will simply not appear at the horse track.
The Riding Boots are part of the Riding Attire set, which also includes Master Trainer's Touch (gloves), the Riding Attire chest piece, the Leather Riding Hat, and the Riding Cloak. Each piece adds an effect that boosts your horse's trust XP growth rate, and these effects stack. Wearing the boots together with the gloves and chest reduces leveling time dramatically. Empirically, a fully equipped player can take a level-1 horse to level-2 in under a minute on a normal road ride, while a bare-armor rider needs five to six times that distance to hit the same milestone.
