Reconstructing Pailune becomes available once the main storyline reaches Chapter 7: Homecoming, which liberates Pailune from the Black Bears and the Jackals. After the chapter wraps, travel to the Greymane Camp at Howling Hill in Hernand and look for the new quest marker waiting near camp headquarters. Interact with the quest giver to activate the questline and begin the Prepare to Rebuild Pailune objective.

Fast travel or ride to the Greymane Camp in Hernand and activate the Reconstructing Pailune quest marker.
Follow the Prepare to Rebuild Pailune prompt. This opens the rebuilding menu and flags follow-up objectives.
Locate the Local Informant inside camp. Pin the NPC on your map so you do not lose time hunting through the tents.
Speak with the Local Informant to progress the final objective.
Follow any additional map pings through the Greymane Camp as objectives update.
Return to the quest giver to turn in Reconstructing Pailune. Pailune is declared rebuilt, and new construction projects open up in the Pailune region.
Pailune is the ancestral homeland of the Greymanes, the mercenary company led by Macduff. Before the events of the game, the region was jointly protected by the Pailune Militia under its leader Jian and the Greymanes themselves. That stability shattered when Myurdin of the Black Bears murdered Jian, and One-Armed Ludvig of the Jackals swore loyalty to the Black Bears in exchange for control of Pailune Castle. The Greymanes were scattered, their homeland burned, and the survivors fled south to Hernand to rebuild as a mercenary company for hire.
Through Chapter 7: Homecoming, Macduff and his companions fight their way back north through Kingshield Mountains and Pailune Castle, settling scores with Ludvig and reclaiming their lost home. What they find is a ruined city, half-collapsed walls, and a population scarred by the Jackal occupation. Reconstructing Pailune is the narrative turning point where the band stops running and starts building, shifting the Greymanes from a scrappy band of survivors into a regional power with multiple settlements.
